Yuri Gregor is a Russian Armed Forces Captain that serves as the Chief Security officer for the northern district. Russia's northern district is in an icy region and has a town with a research station similar to Eureka. The Captain came to Global Dynamics to act as a commissar to sign off on the ice core research project.
